01 / THE PURPOSE

Jazira’s wider ambition is to connect coastal ecosystem restoration with community livelihoods and responsible blue economy development.
The first investment is in the people, relationships and practical evidence needed to make that ambition deliverable.

Connect conservation to livelihoods
Explore practical options such as agroforestry, beekeeping and sustainable coastal livelihoods alongside the skills to assess them.
Leave lasting local capacity
Prepare community trainers and action plans so learning can continue beyond an initial programme, with follow-up on what is put into practice.
These are intended benefits. Ecological recovery, household income gains and wider restoration scale remain to be demonstrated.
02 / THE PROPOSED FIRST PHASE

Phase 0 is a proposed conservation capacity programme for the Jazira coastal area and adjacent communities, approximately 23 km south of Mogadishu.
The concept combines ten days of learning and field practicum with structured follow-up at 30, 60 and 90 days. The final schedule, sites and participant cohort require confirmation before mobilisation.

Participation is part of the design.
The proposed cohort spans communities, public institutions, civil society, businesses and academia, with at least 40% women and priority for youth and displaced households. Nomination, consent and safeguarding arrangements remain subject to approval.

A separate EUR 1.05 million planning envelope is recorded for Jazira’s wider programme. It has a different scope and currency; it is neither an award nor committed funding and is not added to the Phase 0 ask here.

AECBED
African Environmental Conservation and Blue Economy Development is the local delivery counterpart: community coordination, training, Somali-language facilitation, field logistics and follow-up within an authorised, funded phase.
Terra Vita Global B.V.
Terra Vita has developed and delivered the ten-area operating-controls package. Its role covers evidence architecture, monitoring, financial controls, review workflows and Hub integration.
Institutions, communities & donors
Competent authorities retain permissions and statutory decisions. Community participation and consent must be documented. Donors retain eligibility, award and release decisions; human reviewers remain accountable.
CURRENT READINESS
Preparation is documented.
Delivery conditions remain open.
The record includes a programme framework, a proposed budget and delivered operating controls. Acceptance of the Phase 0 pre-mobilisation reviewer record is limited to that evidence-review purpose.
Before mobilisation, the programme still requires confirmed funding, current implementing-partner standing, competent-authority and site permissions, safeguards and baseline approval, supplier quotations, and independent financial sign-off.
Existing support letters and private agreements do not establish a financed government mandate or authorise implementation. Programme targets are not reported as achieved results.

clarifications.
Is the programme already operating?
The reviewed record describes a structured, unfunded programme with readiness and authority conditions still open. Operating controls have been delivered, but this does not demonstrate live training, restoration or government adoption.
What would the first grant support?
The USD 147,900 proposal covers Phase 0: conservation learning and practicum, participant support, community planning, translation, monitoring, 90-day follow-up, evaluation, audit and delivery controls. It does not fund the full coastal regeneration vision.
Would this create debt for Somalia or communities?
The proposed financing is non-repayable grant-funded technical assistance. It must create no sovereign or community borrowing, guarantee, repayment or debt-service obligation. Final grant terms must preserve that position.
Can a donor support part of the programme?
We welcome discussions about full or partial grant support and technical-assistance partnerships. Any allocation would be agreed against a coherent, approved scope and budget, with the remaining funding and delivery dependencies made explicit.
Does this offer carbon credits or a financial return?
This is a programme grant opportunity. No carbon credits, offsets, investment return, verified sequestration or future carbon revenue are offered or assumed in the Phase 0 ask.
